Creates the Delaware School Safety and Security Fund with initial funding of $5 million, subject to future appropriations, to provide competitive grants to eligible public schools for safety and security improvement projects.

Department of Education administers the competitive grant program for expenses incurred on or after the effective date of the Act.

Establishes a five-member awards committee consisting of representatives from the Department of Education, Department of Safety and Homeland Security, Office of Management and Budget (as chair), Governor's office, and Delaware Association of School Administrators to award grants.

Limits grant awards to a maximum of $50,000 per school, with priority given to applications addressing current unresolved safety or security issues or issues providing significant safety improvements relative to investment size; considers local district funding participation.

Requires the awards committee to hold its first meeting within 30 days of the Act's effective date to develop rules and procedures, with distribution to school superintendents and charter school leaders within 60 days.
