Mandates classroom doors that can be locked from both sides with a key in new construction and major renovations.

Requires bullet-resistant whiteboards in each classroom and installation of an intruder alert system compatible with fire alarms and activated from the office.

Requires the Department of Safety and Homeland Security to review all new public school construction for compliance with these security requirements and Crime Prevention through Environmental Design (CPTED) practices.

Adds school security review responsibilities to the Facilities Management Section of the Office of Management and Budget for all new construction plans.
