Authorizes the Delaware Department of Natural Resources and Environmental Control to issue numbered surf fishing vehicle plates, consecutively numbered starting with "1"

Allows the Department to set a fee for numbered plates or auction them based on interest and demand

Permits plate holders to retain their numbered plate as long as they maintain a valid surf fishing vehicle permit

Requires the Department to notify plate holders to renew their permit or surrender the plate within 30 days upon learning the permit has expired

Specifies that numbered plates are forfeited or revoked immediately if the permit is suspended, revoked, or not renewed within 60 days of expiration
