Creates a 9-member advisory board for the Diamond State Port Corporation consisting of representatives from Port businesses, labor organizations, and individuals with expertise in business, trade, or economic development.

Allocates advisory board appointments as follows: Governor appoints 2 members, President Pro Tempore of Senate appoints 2 members, Speaker of the House appoints 2 members, Port of Wilmington Maritime Association appoints 1 member, State Chamber of Commerce appoints 1 member, and the Chair of the Diamond State Port Corporation Board appoints 1 member.

Requires the advisory board chair to be selected by majority vote among advisory board members.

Establishes advisory board terms with 4 members serving initial two-year terms and 5 members serving initial four-year terms; all subsequent members serve 4-year terms with eligibility for 2 consecutive reappointments.

Requires the advisory board to meet at least quarterly and the Diamond State Port Corporation governing board to meet with the advisory board twice annually; advisory board shall provide guidance on strategic planning, capital investment, business development, and maritime community issues.
