Proposes an amendment to Article III, Section 20 of the Delaware Constitution to modify the line of succession when the Governor and Lieutenant-Governor offices are vacant.

Removes the Secretary of State from the gubernatorial succession line, eliminating an appointed official from the chain of command.

Revises the succession order to proceed directly from Attorney-General to President pro tempore of the Senate to Speaker of the House of Representatives.

Maintains that when powers devolve to the Attorney-General, their office becomes vacant, and when powers devolve to legislative leaders, their General Assembly seat becomes vacant (except during temporary disability).

Requires ratification by two-thirds of all members elected to each house of the General Assembly to take effect.
