Replaces the entire Charter of the Town of Bellefonte with a new charter establishing the town as an incorporated body politic with all powers of a municipal corporation under Delaware law.

Town government consists of a five-member Town Commission elected at-large with staggered two-year terms; Commission members elect a President and Secretary annually for one-year terms with limits of two consecutive terms for these positions.

Treasurer serves one-year terms with a limit of five consecutive years and must post bond in double the amount likely to come into their hands; all three officers (President, Secretary, Treasurer) receive compensation set by the Town Commission in the annual May budget.

Town Commission holds regular meetings on the second Monday of each month at 7 p.m., with a quorum of three members required; three affirmative votes needed for ordinances and majority vote required for resolutions.

Charter may be amended through a process requiring Town Commission initiation, appointment of a Charter Commission with at least two-thirds residents, two public hearings at least 30 days apart, and either legislative referral or public referendum requiring at least 10% voter participation.
