Establishes a notice and hearing procedure before any child care license can be revoked or application denied, with written notice required setting forth specific reasons.

Revocation or denial becomes effective 30 business days after notice unless the applicant/licensee requests a hearing within 10 business days, which suspends the proposed action.

Creates a formal hearing process before a hearing officer designated by the Department of Services for Children, Youth and their Families, followed by the Secretary's final decision within 10 business days.

Allows appeals to Superior Court within 30 business days and authorizes the Office of Child Care Licensing to immediately suspend licenses on a temporary basis without notice if children's health, safety, or well-being is in serious or imminent danger.
