Expands the definition of "death in the line of duty" to include deaths from heart attack, stroke, or vascular rupture occurring within 24 hours after a public safety officer engages in nonroutine stressful or strenuous physical activity while on duty.

Removes time limits on submitting claims for line-of-duty death benefits, allowing individuals to apply at any point in time.

Applies to all claims for deaths occurring on or after July 1, 2005.

Designates the act as "The Delaware Hometown Heroes Act."
