Codifies into Delaware law provisions previously included in annual budget bills regarding charter school transportation funding

Allows charter schools to negotiate transportation contracts (including multi-year contracts) up to 70% of the average per-student transportation cost within their vocational district

Permits charter schools to retain any savings for educational purposes when negotiated or bid transportation costs fall below the 70% maximum rate

Removes the requirement that charter schools must publicly bid transportation routes to receive state reimbursement, allowing negotiated contracts as an alternative

Makes charter schools responsible for any increased fuel costs under fuel adjustment contract provisions, or allows them to keep funds if fuel costs decrease
