Creates a new Limited Lines Travel Insurance Producer license under Delaware law, allowing licensed producers to offer travel insurance through travel retailers as supervising entities.

Establishes a $1,000 initial licensing fee and $500 renewal fee for Limited Lines Travel Insurance Producers that register travel retailers.

Requires Limited Lines Travel Insurance Producers to maintain a register of all travel retailers, provide customers with detailed written disclosures about coverage and claims processes, and designate a responsible licensed producer for compliance.

Permits unlicensed travel retailers to offer and disseminate travel insurance on behalf of a Limited Lines Travel Insurance Producer only if they receive training on insurance types, ethical sales practices, and required disclosures, and do not evaluate coverage or hold themselves out as licensed.

Exempts Limited Lines Travel Insurance Producers from examination and continuing education requirements under Chapter 17 of Title 18, effective January 1 following enactment.
