Modifies the composition of the Jockeys Health and Welfare Benefit Board from two active Delaware jockeys to one active jockey and one retired jockey participating in the benefit program.

The Board administers the Delaware Jockeys Health and Welfare Benefit Fund, which provides health and welfare benefits for active, disabled, and retired jockeys who regularly ride in Delaware.

Maintains the total annual funding for jockey health and welfare benefits at $350,000, comprised of $175,000 in direct payments plus $175,000 subtracted from purses, adjusted for inflation by the Delaware Thoroughbred Racing Commission.

The six-member Board includes representatives from the Delaware Thoroughbred Racing Commission, the licensed racing agent, the Delaware Horsemen's Association, the jockey organization representing the majority of licensed jockeys, one active jockey, and one retired jockey.
