Exempts out-of-state physicians from Delaware's certification and registration requirements to prescribe home health care services provided by Delaware-licensed home health care agencies.

Requires the initial prescription of home health care services to be based on an in-person physical examination of the patient conducted within the state where the prescribing physician is licensed or authorized to practice.

Allows Delaware residents who received medical treatment in another state to obtain subsequent home health care services without needing an intermediary Delaware physician to authorize the care.
