Adds new subsection (d) to §4109 prohibiting home inspector trainees from being required to pay fees, charges, or other compensation to supervising licensed home inspectors, or from executing non-compete covenants as a condition of satisfying trainee requirements.

Amends §4111(b) to allow home inspectors licensed in states with non-substantially similar standards to obtain endorsement licenses in Delaware if they have at least one year of practice experience, performed at least 75 fee-paid home inspections, and hold membership designations from ASHI (Inspector or Certified Inspector) or NAHI (Regular Member or Certified Real Estate Inspector).

Provides an alternative pathway for applicants with 5 years of practice experience after licensure to obtain endorsement even if they do not meet the ASHI or NAHI membership requirements.
