Consolidates and amends the Charter of the Town of Georgetown into a single comprehensive act covering incorporation, territorial limits, annexation, and municipal powers.

Establishes a council-manager form of government with a Mayor and four Ward Council members, each serving two-year terms with staggered elections in odd and even years.

Grants the Town Council extensive powers including taxation (up to 10% of assessed real estate value), water and sewer system management, building code enforcement, and issuance of bonds up to 75% of assessed property values.

Creates an Alderman's Court with an Alderman and Assistant Alderman (appointed by Governor and confirmed by State Senate) with jurisdiction over municipal ordinance violations, with maximum penalties of $500 fines and 30 days imprisonment.

Establishes financial procedures including annual budgets, audits, tax assessment and collection mechanisms with 10-year liens on delinquent properties, and provisions for tax increment financing and special development districts.
