Transfers responsibility for receiving certification of printed Code and Rules needs from Government Support Services to Legislative Council to centralize management of these materials.

Clarifies that Legislative Council shall consult with Code Revisors regarding the number of Code supplements, Rules, and Rules supplements to be printed and delivered annually.

Adds new section 101A designating Rules of practice and procedure adopted by State and federal courts as the "Delaware Rules Annotated."

Establishes that Code Revisors shall annually publish the Rules and supplements thereto while consulting with State and federal courts of Delaware.

Provides flexibility in delivery of printed Code, Rules, and Rules supplements to State entities and agencies in accordance with Legislative Council's directive, replacing the prior sales-based distribution model.
