Amends Delaware Code Title 29 to change how prevailing wage rates are determined for public works projects exceeding $100,000 for new construction or $15,000 for alteration and repair work.

Replaces the previous methodology based on collective bargaining agreements with a new standard using the Federal Bureau of Labor Statistics Occupational Employment Statistics Survey (OES) average rate for each class of laborers or mechanics.

Removes provisions allowing for 5-year prevailing wage periods and single challenges per cycle that were tied to collective bargaining agreement rates.

Applies to all public works projects where the state or its subdivisions appropriate any funding and the work requires employment of mechanics and laborers.
