Adopts the Uniform Electronic Legal Material Act to designate electronic versions of Delaware legal material as official publications.

Applies to the Delaware Constitution, Laws of Delaware, Delaware Code, and Delaware Administrative Code when first published electronically on or after the effective date.

Requires official publishers to authenticate electronic records, preserve them with integrity, and ensure public access on a permanent basis.

Establishes that authenticated electronic legal material is presumed accurate, with the burden on challengers to prove inaccuracy by preponderance of evidence.

Becomes effective 90 days after enactment into law.
