Eliminates the constitutional office of Clerk of the Peace by removing references to this county elective position from Article III of the Delaware Constitution.

Removes "Clerk of the Peace" from the list of offices in Section 11 where no person may hold more than one office simultaneously.

Removes "Clerk of the Peace" from Section 22 regarding election and terms of county officers, and from Section 23 regarding office locations.

Allows current Clerks of the Peace to serve out their full elected terms; any vacancies after the amendment's effective date may be filled by gubernatorial appointment or left vacant at the Governor's discretion.

Requires concurrent passage of implementation legislation to maintain a Marriage Bureau in each county under the Secretary of Health and Social Services to assume duties currently performed by Clerks of the Peace.
