Adds new functions to the Victims' Compensation Agency including recovering compensation amounts from criminal defendants and administering the Victims Compensation Fund.

Allows the Agency to assert restitution claims against sentenced offenders for the full amount of victim compensation paid, with supplemental claims permitted within two years of the offense or before probation expires.

Permits courts to order compensating fines in addition to restitution to the Victims Compensation Fund upon conviction, with all fine proceeds deposited into the Fund.

Requires victims and dependents to reimburse the Agency for compensation received if they also receive payments from the offender, insurers, or government sources for the same injury or death, except life insurance proceeds.

Authorizes the Agency Director to accept partial reimbursement in cases of extreme hardship and removes a previous requirement to deduct certain payments from compensation awards.
