Establishes disqualification and removal procedures for Town Council members and Mayor for violations including ethical violations found by the State Public Integrity Commission, felony convictions, or failure to attend Council meetings for 3 consecutive months without excuse.

Allows a majority of remaining Mayor and Council Members to vote to remove a disqualified member upon written notice at least 15 days in advance and providing the member opportunity to be heard.

Authorizes the Town Council to establish annual salaries for the Mayor and Council Members by Resolution, with payment no less frequently than monthly.

Permits the Town Council to increase or decrease Mayor and Council Member salaries by two-thirds vote of elected members.

Restricts Council Member salaries so they cannot equal or exceed the Mayor's salary.
