Requires iron, steel, and manufactured products used in Delaware Memorial Bridge repairs, additions, or improvements to be manufactured in the United States.

Defines "manufactured in the United States" to mean all manufacturing and component part manufacturing takes place in the United States, except metallurgical processes for steel additives may occur elsewhere.

Allows the Secretary of DelDOT to waive the U.S. manufacturing requirement if: the requirement conflicts with public interest, necessary materials are unavailable in the U.S. in sufficient quantity or quality, or including U.S.-made products increases project cost by more than 25 percent.

Requires the Secretary to provide at least 30 days of public notice and opportunity for comment before issuing any waiver, with notice posted on the Department's website and provided electronically upon request.

Becomes effective 180 days after enactment.
