Imposes a $10 penalty assessment on all violations of Title 21 (traffic/vehicle laws) in addition to any fines, penalties, or forfeitures, which cannot be suspended even if the primary fine is suspended.

Creates the "Volunteer Ambulance Company Fund" to receive collected penalty assessments, to be administered by the State Fire Prevention Commission.

Distributes Fund moneys to volunteer ambulance companies on a pro-rata basis proportional to each company's ambulance runs as a percentage of total volunteer ambulance runs statewide.

Gives the $10 penalty assessment first collection priority after Victim Compensation Fund payments and restitution, but ahead of Court Security Fund and other penalty assessments.

Effective 90 days after enactment; addresses funding challenges for volunteer ambulance companies struggling to meet 1999 response time standards and certification requirements.
