Expands ticket scalping prohibition statewide to apply to any event held at any location within Delaware, removing previous limitations to specific venues like the Bob Carpenter Sports Center and Dover Downs.

Defines ticket scalping as selling, reselling, or exchanging any ticket at a price higher than the original price on the day before or day of an event, or on state or federal highway arteries within the state.

First conviction for ticket scalping is a class B misdemeanor; second or subsequent convictions are class A misdemeanors.

Grants the Superior Court jurisdiction over ticket scalping offenses.

Defines "ticket" as any admittance receipt, entrance ticket, or other evidence of a right to admission to an event or exhibit.
