Allows the Chairperson of the Medical Advisory Board to nominate members in addition to the President of the Medical Council of Delaware, and allows the Chairperson to nominate vision consultants in addition to professional associations.

Establishes that the Chairperson of the Board shall be the Medical Director of the Division of Public Health.

Requires members and vision consultants to receive compensation of $40 per meeting attended, replacing the previous requirement that they serve without pay.

Maintains confidentiality of Board members' and vision consultants' identities by exempting them from court appearance requirements, with the Secretary providing professional biographies if qualifications are challenged.

Clarifies that Board reports and recommendations are confidential and may only be used by the Secretary or admitted in specific driver licensing proceedings under Delaware Code sections 2717 and 2734.
