Bill Summary

• Establishes a Workplace Bullying Task Force to study workplace bullying in Delaware and develop recommendations for state action.

• Task Force membership includes the Attorney General, Secretary of Labor, Delaware Healthy Workplace Advocates coordinator, representatives from business and labor organizations, and executives from the ACLU of Delaware, Delaware Bar Association, and Delaware Chamber of Commerce.

• Task Force shall examine definitions of workplace bullying, necessity for additional laws, and various remedial models including private rights of action, injunctive relief mechanisms, and occupational safety enforcement.

• Secretary of Labor shall chair the Task Force, which must convene within 60 days of enactment and submit findings and legislative recommendations by April 30, 2014.

• Department of Labor shall provide staff support, and the Controller General shall assist regarding fiscal impacts of any recommendations.
