Requires insurers to inform policyholders before installing or using a data-reporting device in private passenger vehicles, including what data may be collected and how it affects insurance costs.

Prohibits insurers from installing or using vehicle data-reporting devices without written consent from the policyholder listed on the insurance policy.

Subjects disclosure of nonpublic personal and confidential information collected by data-reporting devices to Delaware Code Title 18 §535 and administrative code regulations 18 Admin. Code §§904-1.0 through 904-16.0.

Requires any private passenger vehicle insurance rating plans using data-reporting device data to comply with Title 18 §501 et seq. and administrative code regulations 18 Del. Admin. Code §§1902-1.0 through 1902.6.0.

Applies only to private passenger vehicle insurance for individuals for personal, family, or household purposes; excludes commercial entities and individuals obtaining insurance for business, commercial, or agricultural purposes.
