Licensed wine producers from Delaware or other states may obtain a Wine Direct Shipper License ($100 application fee, $100 biennial renewal) to ship up to three 9-liter cases of wine annually to Delaware residents aged 21 or older for personal use

Delaware residents may receive a maximum of twelve 9-liter cases of wine per calendar year through direct shipment from licensed wine producers

Wine shipments must be delivered through carriers holding a "Carrier Permit" ($100 application fee, $100 biennial renewal), who must obtain signatures from persons aged 21 or older before delivery

Out-of-state Wine Direct Shipper Licensees must report quarterly shipment amounts and pay Delaware excise taxes on all sales to Delaware residents

The Act includes a 4-year sunset provision and requires the Commissioner to study the impact on Delaware wine retailers, with a report due to the Governor and General Assembly by January 15, 2016
