Proposes an amendment to Article I of the Delaware Constitution to add a new section guaranteeing farmers' and ranchers' right to engage in modern farming and ranching practices.

Establishes constitutional protection preventing any law that would abridge farmers' and ranchers' use of agricultural technology and modern livestock production practices.

Requires a two-thirds majority vote of both chambers of the General Assembly for passage as a constitutional amendment.
