Requires all statewide and other candidates appearing on general election ballots to file a disclosure statement with the State Commissioner of Elections between August 1st and September 1st of the election year.

Statement must certify under oath that the candidate has filed all State and Federal income tax returns due prior to filing or has a pending extension, and has paid all income taxes determined to be due.

Statement must also certify that candidate has paid all child support obligations in accordance with court order and has paid all assessed real property taxes due prior to May 30th of the election year on any property owned by the candidate.

Candidates who fail to file the required statement face fines of $50 per day until filed, with a maximum total fine of $3,000.

Commissioner of Elections must post all filed statements and names of non-compliant candidates on the office's internet site by September 8th of the election year.
