Expands the definition of "certificate of title" to include electronic records maintained as alternatives to physical certificates by governmental units

Updates requirements for financing statements naming debtors, including new rules for individuals (allowing use of driver's license names), registered organizations, trusts, and decedent estates

Revises control requirements for electronic chattel paper to establish a more flexible standard based on systems that reliably establish assignment of interests

Adds new Part 8 establishing transition rules for the 2010 amendments, with an effective date of July 1, 2013, including provisions for continuing perfection of security interests filed before the effective date

Updates standard UCC financing statement forms (UCC1 and UCC3) to reflect the amended filing requirements
