Establishes the "Delaware Veterans Trust Fund" to be administered by the Delaware Commission of Veterans' Affairs to provide financial assistance to honorably discharged veterans.

Fund assistance covers medical and dental needs, medical transportation, homelessness support, home repairs and safety modifications, household utilities, and educational or retraining programs.

Requires all Commission employees, including the Executive Director, to be veterans as defined in Title 29 § 8720(b) of Delaware Code.

Grants the Commission oversight authority over the Delaware State Veterans' Home and power to operate and administer a Delaware Veterans' Memorial Cemetery.

Commission shall establish a repository for veterans' statements of service and represent the State on veterans' affairs matters in concert with other states and the U.S. Veterans' Administration.
