Adds "freestanding acute inpatient rehabilitation hospital" to the definition of "health care facility" in Delaware Code Title 16, with facilities meeting requirements in 42 C.F.R. §412.23(b) qualifying as such if paid under the prospective payment system within 24 months of accepting first patient.

Excludes major medical equipment acquired for use in freestanding acute inpatient rehabilitation hospitals from health care facility review requirements, similar to existing exemptions for dispensaries, first aid stations, and school/university infirmaries.

Grandfathers any person holding a certificate of public review issued by June 1, 2013 for a 34-bed freestanding acute inpatient rehabilitation hospital in Middletown, Delaware from needing additional certificate approval to construct and operate the facility.

Prohibits denial, revocation, or restriction of operating licenses for acute inpatient rehabilitation hospitals constructed under the grandfathering provision based on lack of certificate of public review or appeals challenges.

Sunsets the grandfathering provision on December 31, 2016, with the remainder of the act effective upon enactment.
