Requires receiving districts to hold public information sessions by October 31 annually and report school capacity and projected enrollment to Department of Education by November 30, with revisions allowed until January 30.

Creates an Enrollment Preferences Task Force composed of legislators, educators, parents, and stakeholders to review magnet, vocational technical, and charter school enrollment practices and report findings by January 31, 2014.
