Requires electronic filing fees paid by insurance producers to be deposited into the Insurance Commissioner Regulatory Revolving Fund rather than the General Fund.

Increases the filing fee for rate changes or deviations from $50 to $65.

Adds a $10 electronic filing fee for insurance producers, limited line credit insurance producers, limited lines producers, and miscellaneous limited lines producers for initial licenses and biennial renewals.

Electronic filing fees from producers are to be collected in advance along with existing registration fees.

Becomes effective immediately upon passage.
