Permits may include conditions and restrictions deemed appropriate by the Division and are revocable at the Director's discretion, with expiration dates set by the permit or the last day of the calendar year issued.

Requires permit holders to file reports within 30 days after permit expiration, including details on species collected, disposition, and numbers on hand.

Establishes violation of permit requirements as a class C environmental misdemeanor for each offense.
