Urges the House Rules Committee and Senate Committee on Permanent Rules to jointly meet and develop uniform rules for both chambers.

Requires rules establishing advance public notice for when bills will be considered in committee and worked on the chamber floor.

Mandates posting of all roll call votes on the internet across both chambers.

Stipulates that proceedings of both chambers be subject to the Freedom of Information Act, except for specifically excluded items.

Addresses confusion caused by differing disclosure and notice requirements between the House and Senate to improve government transparency and public participation.
