Establishes a State Task Force for Centralizing Internet Resources for Children with Disabilities and Special Health Care Needs from Diagnosis through Age 13, to be guided by the Governor's Advisory Council for Exceptional Citizens (GACEC).

Task Force shall consist of 26 members including representatives from children's health care, prenatal health care, disability law, early learning, parent advocacy organizations, medical institutions, and three family members with young children who have disabilities or special health care needs.

Task Force shall assess the needs of children with disabilities and special health care needs from diagnosis through age 13, gather stakeholder input, and identify barriers to accessing services.

Task Force shall develop recommendations for content, format, and hosting of a single master website containing links and resources for families of children with disabilities and special health care needs.

Task Force shall submit a final report with findings and recommendations to the Governor, President pro tempore of the Senate, and Speaker of the House within one year of passage.
