Establishes the Safe and Fair Housing for the Homeless Task Force to study causes and impacts of homelessness in Delaware, including health care costs and incarceration rates, and propose methods to reduce and eliminate homelessness.

Task Force composition includes 2 House members (one as chair), 2 Senate members (one as co-chair), and representatives from the Governor's office, Attorney General, Department of Health and Human Services, Controller General, Department of Elections, Shelter Providers Coalition, Homeless Planning Council, Delaware Apartment Association, and Delaware Housing Coalition.

Delaware State Housing Authority shall provide support staff and materials for the Task Force.

Task Force must begin meeting within 60 days of passage, meet at least monthly, and submit final report to the Speaker of the House and President Pro Tempore of the Senate no later than January 15, 2015.

Chair is responsible for setting meeting dates and times, distributing notices and minutes, maintaining member roster, and ensuring final report submission to legislative leadership and the Governor.
