Dedicates an area on the north side of the Legislative Mall for placement of a Delaware Fire Service Memorial to honor firefighters and emergency medical services providers who died in service.

Recognizes that 53 Delaware firefighters and emergency medical services providers have made the ultimate sacrifice as of the bill's introduction date.

Directs the Office of Management and Budget and Legislative Council to work together to identify the specific memorial location on the north side of the Legislative Mall.

Requires the Office of Management and Budget and Legislative Council to approve the final design of the Delaware Fire Service Memorial before placement.

Addresses flooding concerns with the current Delaware Fireman's Memorial at Memorial Park on Park Drive in Dover, which was rededicated there on August 14, 1983.
