Establishes a Workers' Compensation Task Force to be convened by February 1, 2013, with the Governor appointing a chairperson from among its members

Task Force includes 20+ members representing the Governor, Lieutenant Governor, legislative caucuses, Department of Labor, Department of Insurance, business associations, medical societies, bar association, labor unions, and healthcare organizations

Requires the Task Force to examine Delaware workers' compensation laws, assess the impact of 2006 amendments that reduced premiums by over 40%, investigate reasons for recent rate increases (11% in 2011, 14.6% in 2012), and recommend changes to control premium growth

Task Force must report findings and recommendations to the Governor, Speaker of the House, and President Pro Tempore by May 14, 2013, with dissenting members allowed to formally include their objections

Delaware Department of Labor provides staff support, and the Task Force expires on July 1, 2013
