Recognizes that autism spectrum disorder affects approximately 1 in 88 children and is a lifelong developmental disability impairing communication and social behavior.

Notes that autism is the third most common developmental disability, affecting over 1,000,000 people nationwide and more than 1,500 individuals and families in Delaware.

Highlights that Delaware's student population with autism increased 695% between 1991 and 2012, requiring expanded adult services for residential, vocational, behavioral, health, and recreational support.

Acknowledges the financial, emotional, and social challenges faced by families of people with autism in ensuring appropriate care and quality of life.
