Establishes a Child Welfare Data Sharing Task Force composed of representatives from Family Court, the Department of Education, Department of Services for Children Youth and Their Families, Department of Technology and Information, Department of Justice, the Child Protection Accountability Commission, legislative members, and the P-20 Council Data Governance Coordinator.

Directs the Task Force to define data elements for sharing between agencies and Family Court, identify legal obstacles to data sharing, and develop regulatory requirements and security parameters.

Requires the Task Force to identify potential costs of data sharing and determine feasibility and cost of creating a statewide student ID system for all Delaware-born children.

Mandates the Task Force to make recommendations for implementing data sharing between Family Court, Department of Education, and Department of Services for Children, Youth and Their Families.

Requires submission of final report with findings and recommendations to the Governor, Speaker of the House, and President Pro Tempore of the Senate by October 31, 2013.
