Establishes a study group to assess Delaware's laws and identify methods to better protect senior citizens from financial exploitation and safeguard their assets.

Study group must be convened by August 31, 2013, and consists of representatives from the Department of Health & Social Services, Adult Protective Services, Attorney General, courts, State Bar Association, legislature, Delaware Bankers Association, and advocacy organizations.

Secretary of the Department of Health & Social Services serves as chair and is responsible for organizing meetings, distributing notices and agendas, and ensuring the final report is submitted to legislative leaders and the Governor.

Study group shall conduct comprehensive evaluation of Delaware's laws and laws of other jurisdictions to enhance protections for seniors' assets once fraud is discovered.

Study group must submit findings and recommendations to the Speaker of the House, President pro tempore of the Senate, and Governor by January 1, 2014.
