Establishes a task force to study Delaware's laws, regulations, and school district policies relating to truancy, arrests, school suspensions, expulsions, and alternative placements.

Task force membership includes 2 House members, the Attorney General, Public Defender, Family Court Chief Judge, Justice of the Peace Court Chief Magistrate, education officials, school district superintendents, charter school and education association representatives, school resource officers, civil rights advocates, and community members (21 total member categories).

Designates a House member as task force chair, who must set meeting dates and locations, conduct at least four fact-finding meetings in each county and Wilmington, oversee administrative functions, and ensure final report submission.

Requires the task force to submit findings and recommendations to the Speaker of the House, Legislative Council's Division of Research, and Delaware Public Archives by January 15, 2014.
