Establishes a DSD-Statewide Task Force to study and make recommendations regarding educational services for deaf, hard of hearing, and deaf-blind individuals from birth to age 21 in Delaware.

Task Force to examine the current condition of educational services available to deaf, hard of hearing, and deaf-blind individuals throughout the state.

Task Force to study the administrative location of DSD-Statewide within a local education agency and make recommendations regarding this structure.

Task Force composed of 10 categories of members including two parents, Delaware Association of the Deaf representative, Department of Education Secretary or designee, school representatives, a deaf-blind individual, special education directors, and representatives from AI Dupont/Nemours, Hands and Voices, and EHDI, all appointed by the Speaker of the House.

Department of Education to provide staff and support; Task Force to submit findings and recommendations report to the Speaker of the House and Education Committee chair by April 30, 2014.
