Establishes temporary rules governing House operations including convening at 2:00 P.M. Tuesday through Thursday, with order of business including minutes, petitions, committee reports, bill introductions, and consent calendars.

Defines Speaker duties including maintaining order, appointing committees, assigning bills to committees, setting the agenda, and signing bills and resolutions passed by the House.

Sets member requirements including attendance notification to Speaker, quorum of 21 members, decorum standards, prohibition of cellular phones during session, and Rules of Legislative Conduct covering conflicts of interest, financial disclosures, and ethical obligations.

Establishes procedures for bill introduction, fiscal notes, amendments requiring majority vote, committee assignments, and voting requirements (majority of elected members for passage unless Constitution specifies otherwise).

Creates standing committees across 22 subject areas, establishes Ethics Committee procedures for investigating conduct violations, and provides for consent agendas and calendars for expedited consideration of non-controversial measures.
