Designates March 21, 2013 as "Delaware Down Syndrome Day" to raise awareness of Down syndrome and celebrate individuals with the condition.

Recognizes that approximately 1 in 700 babies (6,000 annually) are born with Down syndrome in the United States, with over 400,000 individuals living with the condition nationwide.

Acknowledges that Delawareans with Down syndrome attend school, work, participate in community decisions, and contribute to society in meaningful ways.

Celebrates the talents, gifts, and contributions of people with Down syndrome and honors the support of their families, friends, and loved ones.
