Designates the State Board of Education as the "eligible agency" responsible for supervising administration of career and technical education under the federal Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) and any subsequent reauthorizations.

Adds digital recording requirements for regular monthly public meetings of the State Board of Education, with recordings to be posted on the Department of Education's website within 7 business days.

Requires the Department of Education to provide written transcripts or reasonable accommodations for individuals with hearing impairments within 7 business days upon request.

Replaces references to the obsolete Smith-Hughes Vocational Education Act and Vocational Education Act of 1963 with references to the current Perkins IV federal law and updates terminology from "vocational-technical education" to "career and technical education" throughout Title 14.

Clarifies the State Board of Education's role and removes outdated provisions transferring vocational education duties to the Department of Education, establishing the Board as the sole agency for career and technical education administration.
