Clarifies the objectives of the Cemetery Board to focus on cemetery registration, complaint referral, and maintenance of a Distressed Cemetery Fund for struggling cemeteries.

Expands the definition of "cemetery" to explicitly include facilities used for the final disposition of cremated remains and adds definition of "Abandoned Cemetery" as one with no recorded owner.

Changes Cemetery Board member terms from 2 years to 3 years and allows unlimited successive terms instead of limiting reelection; extends chairperson term from 1 year to 3 years.

Modifies cemetery registration requirement from biennial to every five years or upon change of ownership, and allows volunteers to register abandoned cemeteries.

Funds the Distressed Cemetery Fund by adding $2.00 to death certificate fees and requires annual State Auditor office audits of the fund.
