Expands the definition of "law-enforcement officer" in Title 11 §222 to include agents employed by state, county, or municipal law enforcement agencies engaged in monitoring sex offenders.

Adds agents employed by state, county, or municipal law enforcement agencies engaged in monitoring sex offenders to the definition of "police officer" in Title 11 §8401 for purposes of that chapter.

Expands the definition of "covered person" in Title 18 §6601 to include agents employed by state, county, or municipal law enforcement agencies engaged in monitoring sex offenders, allowing them to access certain protections or benefits previously limited to firefighters, National Guard members, and police officers.

Allows county and municipal police agencies to hire trained individuals to monitor sex offenders, a function previously performed only by the Delaware State Police.
